By preference the Legion shuns the use of specialist units, each Astartes is expected to master every aspect of warfare so that units can be equipped as needed by the demands of the mission. Equipment load-outs are similarly designed to be extremely flexible, standard equipment being an adapted bolter designed to fire a number of specialised ammunition types, allowing units to engage all manner of foes, without support from other units. The legion has invested heavily in the development of these specialist ammunition types, producing a number designs unique to the legion, although at the cost of supplies of more traditional support weapons and vehicles. The deployment of squads with Scimitar Jetbikes or Outrider Bikes is also common, similarly equipped with specialist ammunition for their heavier bolt weapons, they allow independent squads greater mobility and firepower to engage and threaten all classes of enemy.

The XI Legion has always been a legion of fearsome repute, now united with their Primarch as The Emperor’s Judgement, they have come to embrace their self- appointed role as the Lord of Mankind’s Judges and Executioners. Holding an almost religious fervour in their dedication to the application of the Imperium’s laws, particularly anti-pysker measures, a bias inherited from their space based homeworld. They specialise in urban pacification, re-compliance actions and punitive campaigns, gaining a reputation for casual brutality that has been well earned. Some have condemned their harshness, but many potentially wayward systems have brought themselves into line or surrendered wholesale at the mere rumour of the Judgment’s deployment.

History

Early Crusade

The origin of the XI legion is shrouded in mystery, one of the so-called “trefoil” Legions, its early development and campaigns were kept shadowed from both the wider Imperium and their brother Legions. Their earliest records in the crusade show a marked tendency for the legion to be deployed against rebellious domains behind the lines, or against foes who were perceived to have committed some grievous sin against the new born Imperium beyond the scope of regular non-compliance. This specialisation and the perceived brutality of these actions led to them gaining the nickname “The Punishers” amongst auxillia forces, although it’s usage was condemned by Imperial command. The reasons for this initial separation and secrecy are unknown, but some scholars have speculated that the Emperor needed an independent force whose size and disposition was not widely known, as a check against separatist tendencies in the factions of the new-born Imperium and, some have whispered, to ensure the loyalty of the other as-then unproven Astartes Legions.

The Coming of Raguel

Often the unification of Legions with their Primogenitors was a clashing of cultures, resulting in huge changes to the Grey Legions of old, some reshaped beyond all recognition. By comparison when he was reunited with the Imperium, Raguel found a Legion of his gene-sons that were in perfect accord with his ideals and beliefs. Indeed, many observers noted that it was almost as if the Legion’s path had been specifically forged to mould them for their uncompromising Primarch, an act of foresight by the Emperor that reinforced the manifest destiny of the young Imperium. Prior to his rediscovery the Primarch had brought order to the vast extra-dimensional hive world of Sphaera through the creation of the extrajudicial policing force known as The Judgement. Quickly finding his place in the Imperium, Raguel renamed his Legion “The Emperor’s Judgement” to symbolise its purpose and began to incorporate the lessons he had learnt on the streets of the Inverted City. The Legion was relocated to its founders Space Based Homeworld, and began recruiting from the vast population, incorporating The Judgement into its ranks and structure. Thus reinforced, and with new purpose, the legion set forth with their Primarch at their head, to bring the Judgement of the Emperor to his foes.

The Primarch on Crusade

Returning to the crusade, the Legion was quick to re-establish a rapid campaign of compliances, gaining a reputation for efficacy of it’s conquests and the stability of the newly acquired territories. However, as the crusade progressed whispers began about the brutality of Raguel and his Legion’s methods, many scholars citing the example of the hiveworld of Yates IV, which Raguel ordered decimated at the cost of 18 billion civilian lives, in punishment for its ongoing insurgency. Raquel justified his actions based on legal precedents from the early Crusade and Unification campaigns, and whilst several of his brothers expressed disquiet about the action, none could doubt the effectiveness of the action, which ended a two-decade long resistance in just 4 weeks, freeing considerable crusade forces that had been previously tied down.

This action, along with other less infamous examples, has resulted in an extreme reluctance for Imperial Army units to serve alongside the XIth. This in turn has resulted in units being “censored” by the legion for failing to support them, which has further exacerbated the situation.

Legion Organisation

Since becoming the Emperor’s Judgement, the XIth Legion has diverged sharply from the Principia Belicosia, Raguel’s experience on the streets of Sphaera shaping his legion in line with his principles of self-reliance and adaptability of individual units, rather than relying on specialist support.
